Who can Vote An Absentee Ballot

Absentee voting by mail is allowed for persons who are unable to go to the polls on election day and include:

  • A student, or the spouse of a student attending school.
  • A person who will be away from the city on business or vacation
  • A person who is unable to vote in person because of a Physical Disability or illness, or the Primary Caretaker of a confined family member.
  • A person confined awaiting trial.
  • A member of an Electoral Board, Voter Registrar's Office, Officer of an Election or Custodian of voting machines.
  • A person with a religious obligation.
  • An active duty member of a U.S. Uniformed Service or the U.S. Merchant Marine, their spouse and dependents.
  • A person regularly employed outside the continental United States, or a spouse or dependent residing with such person.
  • A person that will be at their workplace for 11 or more hours of the 13 hours the polls are open.

To apply for an absentee ballot by mail

  • You must be registered to vote in the City of Charlottesville.
  • A separate Absentee Ballot Application must be submitted for each election.
  • Items A through E of the Absentee Ballot Application must be completed. Applications cannot be accepted if they are not complete and signed by you AND a witness.

Absentee Ballot Applications must be received in the Charlottesville Voter Registrar's Office by 5:00 p.m. on November 2, 2000!

Ballots will be mailed upon receipt of a completed Absentee Ballot Application. The completed Ballot must be returned to the City of Charlottesville Voter Registrar's Office by 7:00 p.m. on election day.

You can also download an Absentee Ballot Application Here! Be sure to forward your completed application to our P.O. Box as listed above. Don't forget the deadline for you to turn these in to our office is November 2, 2000 by 5:00pm!

Applying for an absentee ballot in person

Absentee voting in-person is available at the Voter Registrar's Office (approximately 45 days before a November election; approximately 30 days before all other elections) located in Rm 122 in the City Hall Annex.
